MOSCOW, 12 Aug. The Ministry of Health proposed to raise the age of sale of strong alcohol to 21 years, Izvestia writes with reference to the documents at the disposal of the publishing house. As the newspaper reports, the ministry has developed amendments to the law «On state regulation of the production and circulation of ethyl alcohol.» According to the newspaper, the changes concern drinks with an alcohol content of more than 16.5 percent.
A draft prohibiting the spending of child allowance on alcohol has been submitted to the State Duma. Now the project is being evaluated by the working group on the «regulatory guillotine» and is being prepared for consideration by the commission on legislative activities of the government, where a decision will be made to submit the draft to the State Duma, the newspaper writes. As noted, in the explanatory note, the Ministry of Health points to the results of medical research, according to which alcohol consumption negatively affects the development of the brain, which is finally formed only at the age of 21. Drinking alcohol at an earlier age can lead to serious health consequences, the specialists of the Ministry of Health emphasized. The newspaper also recalled that the department came up with this initiative back in 2019. However, then the Ministry of Finance criticized the project, referring to the Constitution, according to which citizens from the age of 18 can fully exercise their rights. The Ministry of Economic Development also criticized the proposal due to the subsequent complication of the work of retailers.
