More than 108 million people are included in the voter lists for voting in the elections to the State Duma, more than 2 million abroad, said the head of the Central Election Commission of Russia Ella Pamfilova. “The voter lists will include more than 108 million people registered in Russia. According to the Foreign Ministry, there are still about 2 million Russian voters live or are outside of Russia, «Pamfilova said at a CEC meeting on Wednesday. Pamfilova noted that it is difficult to register Russians living abroad, since not all citizens can apply for consular registration.
