MOSCOW, 18 Sep. Greens MEP Reinhard Butikofer threatened Nord Stream 2 with becoming an investment ruin.
“If the Federal Network Agency (BNA) approves the commissioning of the gas pipeline, the European Commission can still stop it. interview dpa.
As pointed out by Butikofer, Russia has not yet provided the conditions for unbundling, which involves the separation of organizations that are involved in the production and transportation of gas through the pipeline. In addition, according to the third EU energy package, the owner of the pipeline must also provide third-party gas sellers with access to it, the parliamentarian recalled. Nord Stream 2 Nord Stream 2 is a gas pipeline from Russia to Germany with a capacity of 55 billion cubic meters per year. Its construction was completed last week. The chairman of the state corporation «Gazprom» Alexey Miller said that the company will start the fuel through the pipeline already this heating season. «Do not whine»: the Rada announced a signal from the US for Nord Stream 2. Ukraine was actively opposed, which fears to lose revenues from transit, as well as the US, which is interested in promoting its LNG to Europe. Washington has several times imposed sanctions on companies involved in the construction, as a result, construction slowed down by almost a year. At the same time, Germany and Austria actively supported the project. The dispute over the updated EU Gas Directive, from which Nord Stream 2 was not removed, remains unresolved. Russia is not satisfied with this. According to Moscow, it is necessary to rely not on technical arguments, but on economic ones: by the time the directive was updated, billions of dollars had been invested in the project, taking into account the previous legal situation. Last week, Nord Stream 2 AG applied to BNA to be certified as an independent operator and comply with the rules of the third energy package of the European Union. According to the law, after the transfer of the full package of documents, the Federal Network Agency has four months to prepare a draft resolution on the application. It should then be submitted to the European Commission for comment.
