Archive photo MOSCOW, Jan 5 The European Union cannot be a neutral party in the negotiations on US and NATO security guarantees with Russia, said the head of EU diplomacy Josep Borrell, quoted by the Financial Times. At the end of 2021 Russia published drafts of a treaty with the United States and a NATO security assurance agreement. Moscow, in particular, demands from its Western partners legal guarantees against further expansion of NATO to the east, from joining the Ukrainian bloc and from creating military bases in post-Soviet countries. «(The European Union) cannot be a neutral observer in the negotiations,» the newspaper quotes EU diplomacy. Russian-US talks on Russian proposals for security guarantees are scheduled for January 10 in Geneva. It is assumed that after the Russian proposals will be discussed on January 12 at a meeting of the Russia-NATO Council specially convened in Brussels and on January 13 at the OSCE site in Vienna. Kiev and Western states have recently expressed concern about the alleged intensification of «aggressive actions» on the part of Russia at the borders of Ukraine. Press Secretary of the Russian President Dmitry Peskov said that Russia is moving troops within its territory and at its own discretion. According to him, this does not threaten anyone and should not worry anyone.
