File photoMOSCOW, Jan 25The dairy industry, among other state support measures, needs to increase the limits of subsidies for preferential lending, reduce administrative barriers and gradually introduce the extended producer responsibility standard, the National Union of Milk Producers (Soyuzmoloko) said in a statement, citing its CEO Artem Belov. Deputy Prime Minister of the Russian Federation Victoria Abramchenko on Monday, following a meeting on the situation in the dairy industry, instructed to work out additional support measures, as well as compensation for the cost of purchasing feed, in order to prevent a rise in prices for dairy products. The meeting was attended by representatives of relevant ministries and departments, as well as representatives of relevant associations and companies. «Soyuzmoloko» considers it necessary to increase the limits on concessional lending, maintain subsidies for feed, which were issued to producers this year and have become an effective tool to curb the rise in prices for raw materials «, — the report says. In turn, the sector can also be supported by lowering administrative barriers and the phased introduction of new legislative norms — for example, recycling standards as part of extended producer responsibility and bills in terms of achieving carbon neutrality. Belov also stressed the importance of introducing «capex» processors for the purchase of equipment for marking with identification means and drew attention to the importance for the industry of the federal law «On animal waste products» submitted to the State Duma of the Russian Federation, which will allow more clearly and transparently regulate the circulation of manure and litter. One of the key points is the invariance of the conditions for supporting projects in the agro-industrial complex throughout the entire period of their implementation. The head of Soyuzmoloko recalled that in 2021 there was a serious increase in the cost of both raw materials and finished products: for example, the cost of producing a liter of milk increased on average by 15-16%, and in terms of processing — by 14-16% depending on the category of dairy products. The main drivers of such growth in recent years have been feed, wages, the weakening of the ruble, mineral fertilizers, electricity, diesel fuel and general inflation , but the increase in the price of the shelf and the farm, as noted in the message, these costs are not compensated. In turn, producers preferred to sacrifice their profitability, but this year many have run out of such a buffer, and «this situation will inevitably put pressure on prices,» the union emphasizes.
