What is IK-17
Gorelikov arrived at IK-17 at the end of 2019, on December 23. From the testimony given to the lawyers: in 2020, Gorelikov spent about 150 days in the ShIZO, in complete isolation and without communication with anyone. In the medical unit — more than 90. Thus, for more than 240 days that year he was in special conditions of detention. The following year, 2021, before giving evidence (in the middle of the year), Gorelikov spent 105 days in the ShIZO; the last time he served 40 days and at that time was in the ShIZO for the 12th day in the belief that the term would be extended.
The ShIZO building, according to Gorelikov (there is no way to verify its validity), is a self-construction, does not fall under SNiPs and GOSTs; dampness, a black fungus has eaten the wooden floors, there is no foundation near the building.
Further, Gorelikov’s assessments and statements recorded in the protocol: he repeatedly wrote statements addressed to the head of the institution so that he would no longer be kept in this life-threatening and the health of the premises, but did not receive any answers; all his transfers to the ShIZO were illegal, the procedures were not followed;
These repeated returns to the ShIZO are the revenge of the camp leadership, “they just kill me alive here.”
There is a question about health and the need for a medical examination. Gorelikov's appeal to check his blood sugar was denied. In the punishment cell there is complete unsanitary conditions, there is no exhaust ventilation — “I am suffocating”; there is no normal lighting — «this makes my eyesight go down.» Upon arrival at IK-17, Gorelikov was placed in cell No. 5 (quarantine), where the heating was turned off. Gorelikov was kept there for four days (it was minus 23 outside). He had a fever, high blood pressure, he fell ill. A few days later, he was taken for an X-ray, which revealed inflammation. Before arriving at IK-17, he had an x-ray at the CCI (transit point) in Krasnoyarsk, and everything was in order. After being held in cell No. 5, all chronic diseases of the heart and kidneys aggravated (in the medical examinations in the case file No. 257 T dated October 17, 2016, 14 diseases of Gorelikov are indicated): “these circumstances are nothing but torture.”
On January 10, 2020, Gorelikov was placed in cell No. 9, where a fight broke out, and his left hand was crushed.
All this was written to the prosecutor and the head of the institution, but there was no reaction. Gorelikov also asked the chief to appoint an examination to determine the severity of harm to health, but once again — no answer, no incoming number.
This is not in the written testimony, but from conversations with lawyers and relatives, some circumstances of the “fight” on January 10 are clarified: there really was a slap in the face, on that day they crushed his hand — two “directors” tortured who carry out the will of the administration and break down on whom they will be shown — once a week they go out with folders to a meeting with operatives, now developers/press workers are also called “capos”), on the same day Gorelikov was placed in a ShIZO “for violating the uniform and for using in the speech of obscene words ”(so in the certificate issued by IK-17). «Novaya» also has a copy of the statement to General Popeto, the acting head of the GUFSIN, from Gorelikov — it contains the names of the employees of the department and the convict who tortured him.

When asked if he would like to be examined in KTB-1 of Krasnoyarsk (IK-18), and if not, then why, Gorelikov testifies that the head of the medical unit of IK-17 turned to him and, in an order, said that “you need to go to a psychiatric hospital «(as KTB-1 is called). Out of fear that “they could be healed to death or fed with pills,” Gorelikov refused, confirming that he wanted to live and had no thoughts of suicide and jumping out of a window (subsequently, Gulagu.net published footage of the fall of a convict from a window on July 27, 2020, two the day this man died; allegedly, this is KTB-1 of Krasnoyarsk, and this is not suicide — the prisoner was thrown out), that he does not trust Gufsin's medicine and requires an examination in the presence of the consul (the fact is that Gorelikov, in addition to Russian citizenship, has a second — Ukrainian). And also requires a conversation with the consul about the unbearable conditions of detention (shows a broken hand with crooked fingers on his left hand).
Have you tried to complain? For a year and a half in this camp, I wrote repeatedly, but they do not give incoming numbers for appeals; met with three prosecutors and asked to respond — received no answers; letters to the embassy and consulate do not reach the addressees, as well as letters to lawyers.
Are correspondence with relatives allowed? Wrote 54 letters to relatives, received only 6 letters in response. They don't let me call.
Wrote about five applications for calls — they didn't answer (Gorelikov's relatives confirmed to Novaya Gazeta that there hadn't been a single conversation in two years in IK-17). I asked for at least one call to the consul — they did not allow it. Meanwhile, the consul came in June 2021 and wanted to visit Gorelikov, but he was not allowed.
Novaya Gazeta has a screenshot of Gorelikov’s Skype conversation with relatives from places of detention in 2018, before arriving at IK-17. That is, the ban on calls is not absolute, and in any case, the argumentation of this ban by the “seriousness” of the article of the Criminal Code under which Gorelikov was convicted (espionage) does not work everywhere and not always.

In the “certificate on incentives and penalties for convicted Gorelikov”, provided by the 17th colony last summer, only penalties appear, there are 16 of them. One reprimand (back in 2016), two placements in a punishment cell for 20 days in total (in 2017 ) and for one year and eight months in the colony — 13 placements in a ShIZO for a total of 148 days.
The reasons are:
- disrespectful attitude towards the administration (twice) and towards to an unnamed convict (also twice),
- violation of the uniform (three times),
- use of obscene words (7 times),
- “did not greet the representative of the administration” thrice,
- “failed to introduce himself in accordance with the PVR” (internal regulations) twice
- and one more time simply “violated the PVR”.
- On one occasion, a refusal to comply with the legal requirements of the administration was recorded.
- Three times he was not in bed at the time set by the daily routine.
- «The description of the personal belongings of the duffel bag does not match its contents.»
From the certificate it is clear that Gorelikov spent fewer days in the ShIZO than according to his own calculations, but the figures of the administration are also impressive, as are its explanations. right under the torch of KrAZ, in its sanitary protection zone (SPZ), and even on the leeward side, it is already torture.
