Detention of a serviceman in DniproKYIV, Jan 28The shooting of the guards of the National Guardsmen at the Yuzhmash enterprise in the Ukrainian Dnieper by their colleague is not connected with hazing, believes Nikolai Balan, who resigned from the post of head of the National Guard of Ukraine after the tragedy. Dnipro, resulting in the death of five people, another five injured. Among the dead were four soldiers and one civilian. After that, Ryabchuk fled with a weapon. The shooter was arrested and faces life imprisonment. A case was initiated under the articles «premeditated murder» and «desertion with a weapon.» After the tragedy in Dnipro, President of Ukraine Volodymyr Zelensky signed a decree dismissing Balan from the post of commander of the National Guard, and by another decree he appointed Yuriy Lebed as acting commander.Details about the soldier who shot people in the Dnieper became known «I’ll say right away that this (hazing in the unit in which Ryabchuk served — ed.) is not true. This information is not confirmed. These are just assumptions. I think that these two women whom he shot, did not take part in any illegal actions against Ryabchuk. One woman is a cameraman, the second is a member of the National Guard. One of them was wounded, and the second died. Were they engaged in «hazing» with him? I guess it's unlikely. But, unfortunately, they suffered… Therefore, I believe that this did not happen, and all Ryabchuk's testimony is just speculation,» Balan said, answering a question from Strana.UA about whether he could confirm the version of hazing “Balan also added that, according to his information, Ryabchuk did not use illegal drugs.” I can say that Ryabchuk did not use drugs.

In conclusion, he clarified that the decision to resign was made by him personally without anyone asking.» It was entirely my decision. I myself accepted it, without the influence of management.
