How much Ukrainian ministers earn: salaries and bonuses for 2021 announced

Please note attention! In this final «rating» we took actually accrued salaries, excluding taxes, as an indicator. I had to do this, in particular, due to the fact that in different ministries we were promulgated different decodings of salaries: somewhere the figures are without the indicated taxes, somewhere the figures are without deducting the salary and bonuses. Who took vacation pay, health benefits and «holiday assistance»

The leading minister in terms of the amount of money received for vacations is the head of the Ministry of Sports Vadim Gutzeit. He took vacations in February, April, July, August, September, November and December.

In July, he received the most vacation pay — more than 26 thousand hryvnias. In the same month, I took 66 thousand 458 hryvnias of aid for recovery. He received the most modest vacation pay in November — only 2,157 hryvnias.

Minister of the Cabinet of Ministers Oleg Nemchinov also took many vacations. Money for vacations was added to his salary in February, July, August, October and December.

In February, he received the largest amount: of which vacation pay — 5,175 hryvnia and cash allowance for vacation 56 thousand 514 hryvnia. In October, he received 16,000 hryvnia vacation pay.

Lots of «buns» in 2021, Sergei Shkarlet, Minister of Education and Science, received it. He ranks second in terms of the amount earned in office in the Cabinet.

Scarlet's allowances and payments:

• material assistance for recovery in March — 54 thousand 951 hryvnia;
• payment for days of incapacity for work in April — UAH 34,536;
• vacation in June — UAH 4,139;
• payment for a business trip in July – UAH 26,822;
• vacation pay in September – UAH 8,279;
• payment for disability days in December – UAH 10,596;
• material assistance 74,916 hryvnias for solving social and domestic issues.

Vice Prime Minister for European Integration Olga Stefanishyna took vacation pay four times : in June, July, October and December. In June, she received 3,593 hryvnias in July for a vacation — 22,000 hryvnias. In addition, this month I took  a cash allowance for vacation in the amount of 55 thousand 233 hryvnia.

Irina Vereshchuk was appointed head of the Ministry of Statistics in November. The very next month, in December, she received a vacation pay of UAH 2,336.

Head of the Ministry of Veterans Affairs Yuliya Laputina took vacation pay twice: in September she received UAH 5,693, and in October — 7 thousand 536 hryvnias. She also took financial assistance for recovery — 55 thousand 179 hryvnia.

Head of the Ministry of Justice Denis Malyuska took financial assistance for recovery in November and received  13 thousand 784 hryvnia. In August, he received two payments for vacation pay: 10,992 hryvnias and 2,143 hryvnias for July. He received another vacation pay in November — 2,238 hryvnias.

Minister for Strategic Industries Pavel Ryabikin he worked in the government for two months in 2021 and generally received the lowest salary. However, it is abundantly saturated with additional payments. So, in December, he received a 7,518 hryvnia bonus for working under regime restrictions. He also received sick leave for November in the amount of 26 thousand. In December, he received two sick days from the social insurance fund:

• 7,166 hryvnias;
• 1,879 hryvnias.

He is above he also received vacation pay of 2,336 hryvnias.

Ministers without bonuses and allowances

The member of the Cabinet of Ministers who received the least in 2021 is Mikhail Fedorov. Although, in our humble opinion, the Ministry of Digital Development with & # 171; Diya & # 187; almost more mentioned in the list of achievements of the government. Fedorov in 2021 did not ask for help for recovery and did not take vacation pay. However, he had five months with business trips.

And Denis Shmygal lived without bonuses in 2021. He also did not take vacation pay or help for recovery. At the same time, he spent 11 out of 12 months on business trips.

The Ministry of Agrarian Policy noted in a separate paragraph that allowances and bonuses were not accrued or paid to Minister Roman Leshchenko.

Initiates into state secrets

In the transcripts of the salaries of several ministers there are general allowances, which are called «for access to state secrets». They were of different sizes and were assigned monthly.

For example, in April Sergei Shkarlet received 3,000 hryvnia allowances for such access, and in August — 7,000, in March — 21 thousand hryvnia. Head of the Ministry of Foreign Affairs of Ukraine Dmytro Kuleba for such access during 2021, he received an additional payment of UAH 99,646.

In addition, Kuleba has bonuses as a state expert on state secrets. Kuleba received almost 100,000 more hryvnias in total for the year. The head of the Ministry of Justice Denis Malyuska received such a bonus. His payments reached from 8 to 11 thousand per month (that is, in fact, the same 100 hryvnia per year).

Instead of conclusions

The official salary figures of ministers, to be honest, are not shocking. This is the salary of an average IT specialist or manager. Instablogers, having 20 thousand dollars a month, earn more in a year than the entire Cabinet of Ministers combined.

But to be fair, we recall that the minimum wage in Ukraine in January 2022 is 6.5 thousand hryvnia. And the average nominal salary of a full-time employee of enterprises, institutions and organizations, for example, in November 2021 amounted to 14,282 hryvnias. Someone in the Cabinet of Ministers received such money only after a few days of vacation.
