The Investigative Committee (IC) for the Republic of Dagestan detained the rector of the Dagestan State Technical University (DSTU) Nurmagomed Surakatov on charges of embezzling more than 90 million rubles from the federal budget through the university's scholarship account. According to the investigation, Surakatov, together with other university officials, “transferred funds from the university scholarship account to the settlement accounts of trusted persons and subsequently cashed them out.” They also forged signatures on the payrolls of university employees in order to receive cash bypassing the cash desk of the educational institution.
The Investigative Committee alleges that Surakatov and other defendants in the case stole funds allocated to the university from the federal budget, totaling more than 90 million rubles.
The rector of the university was charged with fraud on an especially large scale (part 4 of article 159 of the Criminal Code) and in an official forgery (part 2 of article 292 of the Criminal Code). He was taken into custody pending trial as a measure of restraint, the investigation petitioned for arrest.
According to the information of the department, criminal cases against two former leading accountants of DSTU on similar articles have already been sent to court for consideration on the merits.
