The High Qualifications Board of Judges (HQJC) gave the head of the Investigative Committee Alexander Bastrykin consent to initiate criminal cases against four judges. This is stated on the VKKS website.
Judge of the Krasnodar Regional Court Yuri Zakharchevsky, the head of the Investigative Committee, was allowed to be charged as a defendant in the case of violation of traffic rules that resulted in the death of a personand leaving a person in danger.
In April 2020, Zakharchenko hit cyclist Danila Yukhanov in a car and left the scene of the accident. Doctors recorded an open craniocerebral injury and a fracture of the base of the skull in the victim. As a result, the 29-year-old Kuban died in the hospital. The traffic police officer found the car of the judge and himself on a nearby street, but did not detain Zakharchevsky. Later, the Investigative Committee opened a criminal case, the defendants were listed as «an unidentified person.» After Bastrykin was introduced to the HQCJ, the Krasnodar Regional Court dismissed the judge. «/>«You should have seen how my car was damaged!». According to the press release, a criminal case was also allowed against the ex-chairman of the Pestrechinsky District Court of Tatarstan, Irek Nabiev, Bastrykin planned to charge him with 11 episodes: two episodes fraud, kidnapping, production and sale of drugs, extortion, inciting abuse of power, three episodes forgery of documents, money laundering and receiving a bribe.
According to Kommersant, Nabiev was mentioned in the case of extortion and theft of the owner of the Kisher company Vyacheslav Utrobin in Naberezhnye Chelny in 2017. According to driver Judge Aleksey Kaimanov, the businessman was kidnapped and taken to Mendeleevsk, where he was required to re-register the company for another person, by order of Nabiev. After the businessman refused, his passport and documents were taken from him, and then he was drugged and left in a public place. There he was detained, later the court arrested Utrobin for a month. At that time, a photo of Kaimanov was pasted into the passport of the entrepreneur, who entered information about the new director of Kishera into the Unified State Register of Legal Entities and gained access to the company's funds.
The HQCC also satisfied the submission of the head of the Investigative Committee to initiate a case on traffic violation, resulting in grievous bodily harm, against the judge of the Kolosovsky District Court of the Omsk Region Vladislav Kuminov.
In December 2019, Kuminov, while talking on the phone while driving, knocked down two people at a pedestrian crossing, one of them was not injured, and the second had fractures and a head injury, Pravo.ru reports. According to the judge himself, they tried to falsify his case, as he considered the case of a bribe. Kuminov noted that the accident occurred outside the pedestrian crossing, both victims were drunk and received some injuries after the incident.
The Board allowed to open a case against the chairman of the Kupinsky District Court of the Novosibirsk Region, Tamara Koshlak, for exceeding official authority. According to investigators, Koshlak submitted a request for information about several subscribers, including details of calls, to help Tatiana Lisina, justice of the peace from Ob, to help search for the dog. In September 2020, the HQCC agreed to initiate proceedings against Lisina about exceeding official authorityand violation of the secrecy of telephone conversations. In January 2022, Bastrykin also asked to file a case against her for inciting abuse of powerand violation of privacy of correspondence , however, the Board did not satisfy his submission.
The head of the Investigative Committee also asked for consent to initiate a case on receiving a bribe by extortion against the judge of the Leninsky District Court of Vladikavkaz Rodion Antipin. But the VKKS press release does not mention him.
