The previous meeting of the National Security and Defense Council took place on January 24 against the background of the threat of Russian invasion. After him, Zelensky published a video message to the Ukrainians, in which he assured that the situation with Russian aggression was under control and there was no reason to panic.
Note that in July last year, the National Security and Defense Council also planned to hold an off-site meeting. But that time in Sumy. However, it never took place. And the next meeting was already in Kiev.

Note that this week a number of meetings of world leaders took place on the issue of resolving the situation near the borders of Ukraine. In particular, French leader Emmanuel Macron held talks with Vladimir Putin and Vladimir Zelensky.
Regarding the meeting in Moscow, it later became known that the two leaders concluded a certain agreement on Ukraine and it allegedly provides for Ukraine's non-entry into NATO . But officially this information is not confirmed either in France or in the Russian Federation.
