The first document was introduced by deputies from the Communist Party. In the draft appeal of the Duma to the President, they are asked to consider the issue of recognizing the republics of Donbass as independent states and start negotiations with their leadership as soon as possible to create a legal basis for interstate relations that would regulate all areas of cooperation. The second resolution was presented by deputies from United Russia. According to the interlocutor of the agency, it speeds up the process of recognition. Thus, the procedure provides that the document must go through a number of instances: the presidential administration, then the Foreign Ministry, then it will again go to the presidential administration, and after that — to the head of state. United Russia offered to speed up the process and send the resolution immediately to the Foreign Ministry, the source explained. The Donetsk and Lugansk People's Republics declared independence in the spring of 2014, after a coup d'état in Kiev. Since then, the Ukrainian authorities have been conducting a military operation against them, which, according to the latest UN data, has killed about 13,000 people. Recently, tension in the region has been growing: Kiev has concentrated half of the army’s personnel near the line of contact and is firing at militias with banned weapons.
