Igor Ashmanov, the author of the initiative on the register of toxic content on the Internet and a member of the Human Rights Council, at a meeting of the Public Chamber, presented the idea of his own company Kribrum about why such a register is necessary. Kribrum researchers identified areas of «destructive content». Among them is the propaganda of LGBT, abortion, feminism and childfree. Ashmanov suggested blocking and removing such content from the platforms, otherwise there is a high probability that “we will be free to pour any rubbish on our heads past national providers” through “[Ilona] Mask’s satellites” (meaning the Starlink global satellite system). The authors of the presentation paid special attention to video services — Youtube and TikTok. In their opinion, such sites are «digital drugs».

Radical feminism and childfree, according to Kribrum, lead to man-hatred, family destruction and “hit someone else's child” challenges. Also, the consequences of the distribution of toxic content included the dehumanization of opponents, the «culture of cancellation» and quotas for minorities. «» />
Researchers of the organization believe that the state should “engage in digital cleansing”, since parents and teachers do not have enough qualifications and often motivation. During the presentation, several options for solving the problem were proposed — develop zero tolerance for «extreme minorities», expand content blocking lists, and develop a tough policy regarding the «Internet from the sky». Ashmanov also advised getting used to the idea of blocking.
