This decision was initiated by the National Council of Ukraine on Television and Radio Broadcasting . They recalled that back in 2014, Kiselev was recognized as a person threatening the peace, security, stability, sovereignty and territorial integrity of Ukraine, personal restrictive measures are in force against him by decision of the European Court. In 2018, the journalist was permanently included in the sanctions list by decree of the then President of Ukraine, Petro Poroshenko.In Ukraine, the distribution of the film with Zelensky in the title role «Kiselev Dmitry Konstantinovich (from 02/17/2022)» was banned,» the updated «black list» published on the website of the Ministry of Culture on Friday says. Now there are 209 people on the list. The journalist himself, earlier in a conversation with RIA Novosti, called the allegations that he threatens Ukraine's national security as ridiculous. He expressed regret that «the Ukrainian state has brought itself to such a degree of vulnerability that it feels threatened by a journalist,» and said that he would wait for new sanctions from other sectoral Ukrainian departments — «up to the Ministry of Agriculture.» The Ministry of Culture of Ukraine in August 2015 published a blacklist of cultural figures, including from Russia, who «pose a threat to national security.» Among the artists included in this list were Oleg Gazmanov, Iosif Kobzon, Alla Perfilova (stage name — Valeria), Sergey Penkin, Alexander Rosenbaum, Yulia Chicherina. The list is regularly expanded.
