The Ministry of Finance decided to introduce a test for crypto-investors, those who do not pass it will be able to invest only up to 50 thousand rubles a year

The Ministry of Finance submitted to the government a draft law on state regulation of cryptocurrencies. This was reported by the press service of the department.

Most of the proposals of the federal law «On Digital Currency» repeat the plan for regulating cryptocurrencies developed by the ministry together with other departments.

The Ministry of Finance proposes to leave cryptocurrencies only as investment tool. The bill defined the requirements for exchanges and exchangers that will deal with cryptocurrencies.

Banks will identify all customers before buying cryptocurrencies, and exchanges will maintain registers indicating addresses — identifiers of each owner of cryptocurrencies.

Investors will have to undergo testing before buying cryptocurrencies, then they will be allowed to invest up to 600 thousand rubles annually. Those who fail the test will be allowed to invest a maximum of 50 thousand rubles in cryptocurrency — about 0.015 bitcoin at the time of writing. Qualified investors and legal entities will not have restrictions on operations.

The plan of the Ministry of Finance to regulate cryptocurrencies was supported by all departments except the Central Bank. The regulator insists on a complete ban on cryptocurrencies in Russia.
