The head of the parliamentary tax committee, Daniil Getmantsev, said on March 8 that the government had expanded the program to evacuate businesses from the war zone to private businesses that produce essential goods. He urged those wishing to evacuate to fill out a special form.
«We accept all applications. There is no specific list. But there are enterprises that are of the greatest importance for the state during the war period. If an enterprise produces equipment for nuclear power plants, we export it first. If this is a dental clinic, it’s not the first thing», explained Daniil Getmantsev.

As of March 10, more than 200 enterprises have applied for transportation from areas where hostilities are taking place to Western Ukraine. There are already those who are in the process of moving, Hetmantsev said.
According to him, representatives of the food, woodworking, medical, textile, chemical, fuel industries, as well as the engineering industry are applying.
Specialists of the Lviv Regional Military Administration work on 26 subject requests, said its head Maxim Kozitsky.
«Two manufacturers have already decided to transfer their capacities to the Lviv region — one of them is engaged in metalworking, the other produces chemical products. Now we are solving the nuances of transporting their production», — said Kozitsky.

The head of this department, Stepan Kuybida, said in a commentary to Focus that more than 20 entrepreneurs who wanted to move their businesses were offered 57 accommodation options.
«Right today, in real time, seven such businesses subjects go to the proposed locations, inspect them. They look to see if the technical specifications for energy carriers are suitable for their productions», says Kuybida.
According to him, they are now identifying logistics hubs where equipment can be urgently delivered. The next step is the selection of the necessary capacities for production needs. They consider abandoned or unfinished objects that do not require large funds before starting work. Another option is to use existing production facilities.
Given this, Maxim Kozitsky called on local entrepreneurs to offer their facilities for businesses to move from the war zones.
Whether the electric and other networks of the region will withstand, it will be possible to answer in detail in 3-5 days, Stepan Kuybida believes.
Business evacuation in practice: why some enterprises will not move
Head of the Supervisory Board of the group of companies «Dairy Alliance& #187; Sergey Vovchenko says that the government initiative is good, the companies really should be transported. But he admits that in some cases this is impossible.
«We would willingly move our plant from Bashtanka to the line of Vinnitsa, because it is quiet there and you can work. But for our production, there are three factors: the first is raw materials, the second is personnel, the third is massive equipment», — says Vovchenko.
He explains that there are already many producers of dairy products in Western Ukraine — and «Galicia», and«Molokiya», and«Roshen», and«Ukrproduct Group», and«Dubnomoloko» , so there may not be enough raw materials.
You can’t transport all the personnel either — people refuse for various reasons. And to transport massive equipment, you need a room with a solid foundation, access to a sufficient amount of water, etc.
Vovchenko focuses on network connections: «Not everyone needs gas. But everything runs on electricity. We know that to connect to the electricity grid before the war, you had to go through seven circles of hell. And also water, sewerage, somewhere you need to take out household waste».
For all these and other reasons, the enterprises of the «Dairy Alliance» are working where they were located before the start of the full-scale Russian invasion of Ukraine.
«We continue to work even in Bashtanka, Mykolaiv region, where there was a big battle. We cannot process 400 tons of milk per day, although the company is designed for this. Now the main problem is not so much to collect milk, but to take out the products», — says Sergey Vovchenko.
According to him, now it is impossible to export products from Bashtanka either to Nikolaev or to Odessa. Instead, they are trying to export to Kropyvnytskyi and Krivoy Rog.
