The Council of the State Duma has postponed to April the consideration of a bill that would oblige conscripts to come to the military enlistment office without a summons. This was reported in the database of the lower house.
The exact date is not given there. Thus, the recruitment rules will remain the same by the start of the spring draft on April 1.
The bill passed its first reading in April 2018. It returned to consideration a few months before the Russian invasion of Ukraine, and on February 22, 2022, it was adopted in the second reading. The third reading was planned for mid-March.
“Citizens subject to conscription for military service who have not received a summons during the period of conscription ended, are required to independently appear at the military commissariat to receive a summons against signature no later than the day the next call for military service,” the text of the amendments says.
Now, according to the law, the summons to appear at the military registration and enlistment office was handed over to the conscript personally and against receipt.
The amendments will also allow sending summons by by registered mail.
