Portugal provides temporary protection to people displaced from Ukraine due to the war in the country. The regime applies to:

  • citizens of Ukraine and their relatives who cannot return to their country due to the military situation;
  • citizens of other nationalities who are relatives, spouses of Ukrainians who, for the same reason, cannot return to Ukraine;
  • any third-country national or stateless person and members of their families enjoying international protection in Ukraine;
  • any third-country national or stateless person residing in Ukraine who cannot return to their country of origin.

Under this regime, temporary protection status is granted, automatically providing for:

  • Temporary Residence Permit
  • National Taxpayer Identification Number (NIF)
  • Social Security Identification Number (NISS)
  • National Health Service (SNS) user number
  • These numbers provide access to various social services.

    How do I get refugee status in Lisbon?

    To register as a Ukrainian migrant in the capital of Portugal, on a weekday from 9:00 a.m. you need to come to SEF (Service de Estrangeiros e Fronteiras) at R. Passos Manuel 40, 1150-053 Lisboa. You need to have a Ukrainian or international passport with you.

    They give you a questionnaire to fill out, ask you to leave your fingerprints and give you the necessary documents. The status itself will be reviewed within 30 days. But you can immediately get help and the right to stay legally in Lisbon.

    In addition to the allowance of 150 euros, asylum, language courses, relatives of a Ukrainian refugee will receive faster processing upon arrival in Portugal.

    How to apply for temporary protection

    Portugal considers applications from Ukrainian citizens in need of temporary protection under a simplified procedure. An application for temporary protection can be submitted online through the  SEFforUkraine.sef.pt  portal (available in Portuguese, English and Ukrainian).

    You can apply either before or after your arrival in the country.

    Until March 12, refugees applied for asylum only offline, but later they launched a convenient website where you can apply yourself. Children are registered in one of the centers for migrants.

    Temporary protection requests can be submitted in person at the National Migrant Integration Support Centers (CNAIM) in Lisbon, Porto and Faro, as well as at some SEF offices with services intended for Ukrainian citizens working outside working hours.

    Temporary protection is initially valid for one year. The term can be extended for another 12 months, depending on the situation in Ukraine.

    The rights of Ukrainians in Portugal

    You can register for the status of temporary protection at any branch of the SEF.

    Those who do not have a foreign passport are not refused (only «internal»). For children, a birth certificate may be sufficient. Ukrainian documents are not taken away — when the situation stabilizes, you can return to Ukraine.

    SEF reports data to the tax service, the social security service and the medical service. Registration in these services is automatic — the registration number should be sent to your email.

    After that, Ukrainian migrants receive the same rights as other foreigners legally residing in Portugal. It will be possible to:

    • Open an account at any banking institution in the country.
    • Apply for social assistance (the procedure is still being approved, payments can be about 150 euros per month.
    • Arrange a child in a kindergarten from the age of 3 or to school.
    • Seek public health care — free for children, for a small fee for adults, register at a local health center

    Accommodation in Portugal: rent or ask

    Compared to Germany and Poland, it is not so easy to find accommodation in Portugal — all volunteers recommend, if possible, to look for housing on their own and rent for their own money. But first you need to register the status of temporary protection — without this, landlords cannot sign the contract.

    If you can't afford rent, you can ask the High Commission for Migration (ACM), which works directly with Social Security, to help you find housing for those in need.

    How to find a job in Portugal

    For Ukrainians who are looking for a job, the Institute for Employment and Vocational Training (IEFP) has created a platform «Portugal for Ukraine«, where more than 2 thousand vacancies have already been uploaded.

    IEFP also provides financial assistance within the program&nbsp ;Emprego Interior Mais. Fixed amount — EUR 2,659.20, to which you can add 20% for each family member, but not more than EUR 1,329.60. Learn more about payment terms — on iefponline.

    In Portugal, the recognition of professional qualifications has been simplified for Ukrainians with the waiver of the requirements stipulated by law. To work in the specialty, you must contact the competent authority to clarify the conditions. A list of them can be found at Direção Geral do Emprego e das Relações do Trabalho.

    As in other countries, it is easier to find a job if you speak Portuguese or English. But sometimes there are offers of simple work for refugees without knowledge of the language — washing dishes or cleaning rooms in a hotel. You can earn 500-600 euros per month.

    Housing: free and rent

    Portuguese families accept refugees for the first time. The next step is to look for accommodation on your own. In order for the owner of the apartment to rent it out, identification numbers are needed. Also, to sign the contract, they may be asked to confirm solvency: the availability of a job, a contract.

    On average, in Lisbon, housing in good areas will cost from 1,000 euros per month, plus the cost of utilities. Plus — a deposit for 1-3 months, the realtor's percentage. Cheaper — for 500 euros — can be found farther from the coast of the ocean.

    Children and school

    Children can be sent to school for free, if you're lucky, to kindergarten. Kindergartens from 3 years old and schools in Portugal are free with free meals. However, not everyone will be lucky enough to get into public kindergartens — there are already long queues, and private kindergartens in Lisbon cost 500 euros per month.
