MOSCOW, April 1 Russian President Vladimir Putin signed a law clarifying the procedure for conferring the rank of lieutenant and junior lieutenant of the internal service in the Federal Fire Service (FPS), the relevant document is published on the official Internet portal of legal information. The law establishes that the assignment of a special rank of junior lieutenant of the internal service of the FPS is possible only upon appointment to positions of middle commanding staff and with secondary vocational education .In addition, according to the document, the assignment of a special rank of lieutenant of the internal service is carried out upon appointment to the positions of middle and senior commanding staff and the presence of higher education, as well as «upon graduation from an educational organization of higher education of the federal executive authority in the field of fire safety in full-time education» .
