"This type of warfare is known. For example, when the entire infrastructure that is capable of conducting epidemiological surveillance, detecting infections and counteracting their spread is eliminated in a country, this is a biological war waged by organizational methods, without the direct use of biological agents", he said.
“That is, a plane does not necessarily fly by and spray something. But it is enough for some reason to break out of an infection that was already considered rare, defeated, and it begins to affect the population. For example, typhoid fever — even with modern treatment, patients will not seem a little, — added the expert. In Ukraine, in 2016-2019, when the Ministry of Health of this country was headed by a US citizen Uliana Suprun, the state sanitary and epidemiological service was finally liquidated, Supotnitsky recalled. After that, outbreaks of diseases such as diphtheria, measles, and other infections occurred in different regions of Ukraine. Forms of tuberculosis resistant to many antibiotics have become widespread. US officials highly appreciated Suprun's activities in assisting the American military biological program in Ukraine, Lieutenant General Igor Kirillov, head of the radiation, chemical and biological defense troops of the RF Armed Forces, said at a briefing in late March. .The work of US biological laboratories on the territory of Ukraine led to regular outbreaks of dangerous diseases among the Ukrainian population, Viktor Bondarev, chairman of the Federation Council Committee on Defense and Security, said earlier. The Ukrainian medical community did not understand the cause of outbreaks of a number of dangerous diseases, since measles and diphtheria, tuberculosis and poliomyelitis were eliminated back in the days of the USSR, but today it has become clear that traces of these problems lead to American military biologists, Bondarev said.
