MOSCOW, Apr 22 Talks between Moscow and Kyiv stalled, Russia did not receive a response from Ukraine to its proposals, said Russian Foreign Minister Sergei Lavrov. «Now they (negotiations) have stalled, because five days ago another proposal that we handed over to Ukrainian negotiators, which was formulated taking into account their comments received at that time, it remains unanswered,» Lavrov said following talks with Kazakh Foreign Minister Mukhtar Tleuberdi.
