He worked in the Federal Treasury Department for the Kostroma Region, headed the financial and treasury department of the Kostroma Administration, headed the Finance Department of the Kostroma Region Administration. In September 2016, he became Deputy Chairman of the Government of the Yaroslavl Region — Director of the Finance Department. He oversaw issues of financial, budgetary and tax policy, interbudgetary relations, government borrowing and public debt management. In September 2019, Ilya Balanin took the post of Deputy Governor — Head of the Administration of the Governor of the Yaroslavl Region.
