The European Commission confirmed that they had received a letter from the Prime Minister Minister Mateusz Morawiecki. This is a document with a table containing the calculation of the cost of staying in Poland for refugees from Ukraine.

To the letter, Prime Minister Morawiecki attached a table with the calculation of the cost of a refugee's stay in Poland. This is the first such calculation presented by the Polish authorities. According to data provided by the Polish government, the daily cost per refugee is between 21 and 30 euros per day.

Two scenarios. Where the money for refugees in Poland will go

The table shows the costs for two possible scenarios. The first, called «basic», assumes that there are 2 million refugees in Poland. In this case, the costs will amount to 11 billion euros.

The second scenario is the presence of 5-6 million refugees in Poland if the situation in Ukraine worsens. According to government estimates, this will cost 24 billion euros. It can be seen from the table that the largest costs are for social security: from 3 billion euros in the first scenario to 7 billion euros in the second.

As explained, we are talking about social benefits (for example, child care, care for the family, co-financing the stay of the child in a nursery, a kids club or an extended day club).

With «deteriorating» scenarios, 7 billion euros can also be spent on accommodation and basic necessities, on the maintenance of reception points: folding beds, tents, food, medicine and medical services in accommodation centers, housing subsidies.

Education will cost from 1 to 3 billion euros, transport (for example, free travel for refugees or adaptation of infrastructure for the storage and transportation of humanitarian aid) — from one to two billion. Also, a billion is supposed to be spent on health services.

The last column in the table is «management and coordination»: it suggests «an increase in spending on public administration at the central and local levels of government, adaptation existing systems to the needs of refugees, employment of additional staff, language courses for staff working with the Ukrainian population». In the base scenario, this will cost 1 billion euros, in case of deterioration of the situation — 2 billion euros.
