"We believe this will be resolved through a diplomatic process, a diplomatic decision & # 34;, — said Psaki at a briefing.
She added that Washington does not yet see such a desire from the Russian side. At the end of February, Russian-Ukrainian consultations began: two meetings were held in Belarus, after which it was decided to continue them daily online. At the end of March, the delegations held another face-to-face round of talks in Istanbul. 
Biden wants to visit Ukraine, but has no plans yet, Psaki said. However, Russian Foreign Minister Sergei Lavrov later said that Ukraine had abandoned its own proposals and was creating numerous provocations in order to slow down the negotiation process. In particular, according to the minister, Ukraine presented its draft agreement with Russia, which is a departure from the agreements reached in Istanbul regarding Crimea, and also changed the provision on military exercises without mentioning the need to obtain the consent of the Kremlin. Russia from February 24 conducts a special operation to denazify and demilitarize Ukraine. As Vladimir Putin stressed, its goal is «to protect people who have been subjected to bullying and genocide by the Kyiv regime for eight years.» According to the Ministry of Defense, the Russian military strikes only on military infrastructure and Ukrainian troops, nothing threatens the civilian population.
