Director of the Museum of Contemporary History of Russia Irina Velikanova told RIA Novosti that in the current conditions of relations between Warsaw and Moscow, the placement of state symbols of Poland on the territories of Russian memorials is inappropriate, but the museum does not relieve itself of responsibility for caring for Polish burials. She explained that in the Intergovernmental Agreement of the Russian Federation and the Republic of Poland of 1994, the issue of placing the national flag of Poland on the memorial complexes «Katyn» and «Copper» is not stipulated in any way, so there are no legal grounds for placing the flag.

In the USSR, a criminal case was opened on the discovery of mass graves of the remains of Polish servicemen in 1990, and in 2004 the Main Military Prosecutor's Office of the Russian Federation closed the case due to the death of the perpetrators.
