The buildings destroyed in Mariupol will be restored and rebuilt by 15 Russian companies, some of which are connected with officials, security forces and developers from Russia. This is reported by the publication «Important stories» with links to sites with vacancies, local media and publics.
Despite the fact that the Ministry of Construction of the DPR reported that 15 companies participated in the restoration of the city, journalists did not find any on the public procurement portal one tender for construction in Mariupol. And, according to Ukraina.ru, the list of contractors was determined by the Russian Ministry of Construction. Each organization was assigned several districts.
The list of companies was not published in the public domain, however, «Important Stories» found out that the construction in Mariupol will be carried out by, among others, Military Construction Company (VSK), Olimpsitistroy, EKS Group of Companies, R-Stroy, Stroyekspert Test Center, Evrotransstroy, Meka Trading House and Lenmontazh.
The general contractor for a residential area, a medical center and three concrete plants in the city is VSK, subordinated to the Ministry of Defense, created in 2019 by decree of Vladimir Putin. The company that preceded it was disbanded after several corruption cases. Olimpsitistroy was created in 2006, since then the company has regularly received contracts from military structures. According to journalists, one of its founders graduated from a military university and met with Putin, and the second was registered at the address where the complex of buildings of the GRU of the Ministry of Defense is located.
More than 230 objects were given for restoration and construction to one of the largest construction contractors in Russia — EKS Group of Companies. Employees and partners call the graduate of the Moscow Suvorov Military School and the Military University of the Ministry of Defense Maxim Krylov the actual head of the company. His father studied with former Deputy Defense Minister Yuri Borisov. The company is also associated with the Rotenberg family.
R-Stroy was created in May 2022 and is owned by Nikolay Milkis and Konstantin Nureyev. Milkis until 2021 was the deputy governor of the Khanty-Mansi Autonomous Okrug, and in March 2022 he headed the Amsel company, which is owned by Alexei Repik, founder of Russia's largest pharmaceutical holding R-Pharm. Assessing the scale of R-Stroy's orders, the design engineer of the construction company said that the company could plan to build about eight five-story, four-entrance buildings.
Another company, Stroyekspert Testing Center, will take care of the Mariupol City Philharmonic Hall, which suffered from shelling. The organization is owned by Denis Motuz and Galina Arkhipova. Motuz and a relative of his business partner, Gleb Arkhipov, also head the construction company Stroyexpert, which designs residential buildings in St. Petersburg. In July, the media reported that both of them were detained in a criminal case on embezzlement of budgetary funds in the Fund for Assistance to Deceived Interest-holders.
According to journalists, construction work is already underway at the Mariupol Philharmonic. Earlier, the head of the DPR, Denis Pushilin, confirmed that it was there that the first «tribunal» over the military of «Azov» would take place. The Deputy Mayor of Mariupol, Petr Andryushchenko, published photographs of cells on the stage intended for the defendants.
In May, Governor of St. Petersburg Alexander Beglov agreed on the twinning of the city with captured Mariupol and promised to restore its infrastructure.
