Two Molotov cocktails were thrown at the entrance door of the administration of the Oryol region, Governor Andrey Klychkov said.
According to the surveillance cameras near the building, this happened at 7:45 Moscow time. The video shows the cyclist pulling up to the entrance, dropping two bottles and driving off.
The door was extinguished, during which, according to the governor, one employee of the administration received burns.
Since the beginning of the war, at least two dozen cases of arson of military registration and enlistment offices have been reported in different regions of Russia. In Evpatoria, an artist was arrested in June for pouring blue and yellow paint over the mayor's office and throwing a Molotov cocktail there; it didn't catch fire.
