Former mayor of Yaroslavl Evgeny Urlashov, convictfor attempted bribery, disappeared from the Rybinsk IK-2 in the Yaroslavl region. This was announced in her telegram channel by the head of the Rus Sidyashchaya foundation, Olga Romanova, and later, the Commissioner for Human Rights in the region, Sergey Baburkin, confirmed this to the Yarnovosti publication.
“Either he said something superfluous when he was talking on the phone with relatives, and he was taken to the promotion. Or another such assumption: when he announced a hunger strike, one of the conditions was to remove the convict from the detachment. Rumor has it that he and his employees wrote a denunciation of Urlashov, ”explained Romanova.
The human rights activist added that Urlashov does not get in touch with his relatives. According to Baburkin, the former mayor of Yaroslavl was transferred to another region. One of the prisoners of the Rybinsk IK-2 said about the same “Mediazone”: “Suddenly they called with things and took them to another colony by a special stage.”

The prisoner noted that the transfer of Urlashov may be related to materials in the media about the recruitment of prisoners for the war in Ukraine. In his opinion, since the ex-mayor of the city «actively cooperated with the press», for example, in 2018 he spoke about the abuse of prisoners in the Yaroslavl colonies and the Rybinsk pre-trial detention center, the Federal Penitentiary Service «by analogy» decided that he was involved in publications about recruitment.
The first reports that Wagner PMCs were recruiting prisoners appeared in early July. After talking with convicts from IK-2 in Rybinsk and IK-4 in Plavsk, Tula Region, Mediazona found out that Yevgeny Prigozhin personally travels to the colonies. At the end of August, a prisoner from IK-4 said that 170 recruited volunteers were taken from there, and a convict from IK-2 said that 373 volunteers.
A prisoner of IK-15 Bataysk, Rostov Region, told Vot Tak that “the other day” Prigozhin and the head of Wagner PMC Dmitry Utkin flew to the colony in a private helicopter, and before their visit, the administration of the institution “was tense” and turned off the video recorders of the employees of the Federal Penitentiary Service. According to the prisoner, Prigozhin gathered them on the parade ground and said that he was looking for «murderers and robbers», and also told how he «slaughtered blacks in Africa.»
