The Federation Council approved a bill to toughen punishment for crimes during «mobilization», «martial law» and «wartime». This is stated on the website of the State Duma. For the amendments to come into force, they must be signed by the President.
The wording «during the period of mobilization or martial law, in wartime, or in conditions of armed conflict or combat operations» is proposed to be introduced into the article on aggravating circumstances (paragraph «l» of part 1 of Article 63 of the Criminal Code) .
According to the bill, the Criminal Code will add articles on looting (Article 356.1 of the Criminal Code) and voluntary surrender (Article 352.1 of the Criminal Code) with maximum terms of up to 15 and 10 years in prison, respectively, as well as articles related to violations of the terms of the state contract for the defense order (Articles 201.2, 201.3, 285.5, 285.6 of the Criminal Code).
In addition, the terms of punishment for leaving the unit during the period of “mobilization” and “martial law” will be increased to 10 years in prison (Article 337 of the Criminal Code).
The bill was adopted in the second and third readings on September 20 in one minute. Its authors are State Duma deputies Dmitry Vyatkin, Ernest Valeev, Vasily Piskarev, Andrei Kartapolov, Leonid Slutsky, Oleg Nilov, Vladislav Davankov, Viktor Sobolev, Nikolai Kolomeitsev, and senators Andrey Klishas and Olga Kovitidi. The fact that they proposed amendments also became known yesterday.
