On September 21, the Federation Council approved a bill that introduces the concepts of “mobilization”, “martial law” and “wartime” into the Criminal Code, and also toughens the punishment under the article for unauthorized leaving the place of service from 5 to 10 years in a colony ( 337 of the Criminal Code).
