The Ministry of Defense warned that criminal liability under the new amendments to Article 337 of the Criminal Code could occur if a citizen evades when he is already mobilized. That is, if he has already received the rights and obligations of a serviceman after arriving at the military registration and enlistment office, passed a medical examination and a mobilization commission, and the military commissariat issued a corresponding decree.

On September 21, the Federation Council approved a bill that introduces the concepts of “mobilization”, “martial law” and “wartime” into the Criminal Code, and also toughens the punishment under the article for unauthorized leaving the place of service from 5 to 10 years in a colony ( 337 of the Criminal Code). President Vladimir Putin has not yet signed the document, that is, the changes have not yet entered into force.
