On September 22, activist Viktor Kapitonov, who has a second disability group, was detained in the Moscow metro and taken to the military registration and enlistment office. He announced this himself on his YouTube channel.
The activist says that the police approached him at the Avtozavodskaya metro station.

“They started asking me for documents, and I saw my photo on the tablet of one of the policemen. I asked the police what happened, the police answered me: “The camera reacted to you,” says Kapitonov.
First, the activist was taken to the police department in the Danilovsky district of Moscow, after which he was sent to the military registration and enlistment office. Doctors at the medical board told the police that he was unfit for military service, and Kapitonov was released.
The activist himself explains the interest in him on the part of the police by the fact that he has repeatedly participated in protests. In February 2018, Kapitonov was summoned for questioning to the Investigative Committee in the case of incitement to terrorism and riots (part 2 of article 205.2 and part 3 of article 212 of the Criminal Code). He participated in actions in support of the defendants in the Network and New Greatness cases, as well as in the Indefinite Protest.
