In St. Petersburg, employees of the military registration and enlistment office and the police came to the registration address of 43-year-old deputy of the Smolninskoye municipality, Dmitry Baltrukov, to hand him a summons. The deputy wrote about this on Twitter.
Baltrukov clarified to Mediazona that his mother spoke with the employees, who introduced themselves as communal workers — she did not open the door for them and explained that “she cannot tell where her son is Currently». The deputy himself noted that he had gone on a business trip.
According to Baltrukov, the purpose of the visit was «delivery of the summons for mobilization and appearance tomorrow [at the military registration and enlistment office] at 9:00 with things.» The deputy stressed that he had no military experience and had only passed the military department during his studies.

“I believe that what is happening is aimed at eliminating me as a political opponent and revenge for my position on handling the charge of treason against Putin. And a categorical rejection of the war,” said Baltrukov.
In September, he and four other Smolninsky deputies were fined under protocols on “discrediting” the army (Part 1 of Article 20.3.3 of the Code of Administrative Offenses). The reason for this was an appeal to the State Duma, in which they demanded that Vladimir Putin be removed from office «in connection with treason.» After that, the court allowed the dissolution of the district council due to inactivity in 2021.
In August, a similar protocol was drawn up against Baltrukov because of a post dated February 24 about filing an application for an anti-war rally. At the same time, the State Duma and the Federation Council approved the article on “discrediting” the army on March 4 — the law entered into force on the same day after it was signed by the president.
