September 30, 16:06 Putin addressed the Russians about the entry of new regions into the countryOn September 30, President Vladimir Putin and the heads of the DPR, LPR, Kherson and Zaporozhye regions signed agreements on the inclusion of new territories into Russia. After that, the documents were sent to the Constitutional Court for verification, and today it recognized them as consistent with the Basic Law. According to the decision of the Constitutional Court:
- —DPR, LPR, Kherson and Zaporozhye regions are considered to be accepted into Russia from the date of signing the agreements (September 30);
- —transitional period for the integration of new regions into economic, financial, and the legal system of Russia, as well as in the system of state authorities, was installed until January 1, 2026; area;
- —The leaders of the DPR and LPR will become the heads of the republics, Kherson and Zaporozhye regions — governors;
- —the president, within ten days from the day the new regions are admitted to the country, will appoint their interim leaders ;
- —citizens of Ukraine and stateless persons living in new territories on the day of admission to Russia are recognized as citizens of the Russian Federation;
- —the state language of the LPR and DPR will be Russian;
- —Russia guarantees all peoples of the LPR, DPR, Kherson and Zaporozhye regions the right to preserve and study their native language.

Now treaties are subject to ratification by the State Duma and mandatory consideration in the Federation Council. The session of the lower house is scheduled for Monday, October 3, the upper house may consider the laws the next day.
