According to him, the initiatives for the agreement are not moving forward easily, but there is hope for their agreement. «In case of good will on the part of Armenia, a peace treaty can be signed before the end of the year. <…> I think that if a decision is made in the near future, the working groups of the two countries will start working on the text of the peace treaty, we will be able to reach an agreement by the end of the year,” Aliyev said. The head of state also said that neither Armenia nor the Council of Europe “has any questions regarding the five principles proclaimed by the Azerbaijani side.” Among them — mutual recognition of sovereignty, inviolability of international borders and political independence of each other; mutual confirmation of the absence of territorial claims; refraining from threats to each other's security in interstate relations; delimitation and demarcation of the state border, establishment of diplomatic relations; opening of transport and communications and cooperation in other areas.Russia called on Baku and Yerevan to exercise restraint On the border between Armenia and Azerbaijan, skirmishes periodically occur.
