The Federation Council will consider the decree at 17.00 on meeting. In accordance with Article 102 of the Constitution, the president imposes martial law on the territory of the Russian Federation or its individual areas in the event of aggression against the Russian Federation or an immediate threat of aggression, with the immediate notification of the Federation Council and the State Duma. Martial law is introduced by decree of the President of the Russian Federation, which is immediately submitted to the Federation Council for approval.
