The deputies decided to rewrite the article on “propaganda” (6.21 of the Code of Administrative Offenses) that has existed since 2013, removing the mandatory criterion on the distribution of such materials among minors and increasing fines tenfold.
In the new wording, “distribution” or “imposition” information, as well as «committing public actions», «aimed at the formation of non-traditional sexual attitudes» or «arousing interest in such relationships» will involve a fine of up to one hundred thousand rubles for citizens, and up to a million for legal entities.
If the “distribution” occurred among minors, in the media or on the Internet, the fines increase — up to 5 million for legal entities. Foreigners for the same will face, in addition to fines, up to 15 days of arrest and expulsion from the country.
In addition to this, the deputies also decided to introduce two similar articles into the Code of Administrative Offenses — “propaganda of pedophilia” (6.21.1) and “ dissemination of information capable of causing minors to desire to change their sex” (6.21.2).
If the amount of fines in the article on “propaganda” of transgender transition is commensurate with the first article on “non-traditional relationships”, then the article on “propaganda of pedophilia” implies fines of up to 800 thousand rubles for citizens and up to 10 million for legal entities . Both also threaten foreigners with expulsion from Russia.
With another bill, the deputies decided to prescribe the inadmissibility of «materials promoting non-traditional sexual relations» in the laws «On Advertising», «On the Media», in the criteria for issuing rental certificates. Owners of paid streaming services, according to the amendments, will have to introduce age verification of subscribers and show such content only to adults.
