He pointed out that attempts to return territories by force would cause a new round of escalation and end with sad consequences for the country. According to the diplomat, a ceasefire agreement is the only practical way to stop hostilities. And Washington should use leverage to encourage Kyiv to a peaceful settlement, he stressed. Matlock also noted that the armed conflict could have been prevented altogether if Kyiv had observed the Minsk agreements, recognized the Donbass as an autonomous entity within Ukraine, did not listen to NATO military advisers and committed not to join the alliance.
