In November 2022, the Russian departments of the Ministry of Internal Affairs issued more than 100 thousand passports to residents of the territories of Ukraine annexed by Russia. We are talking about passports issued to residents of the Kherson and Zaporozhye regions, as well as residents of the self-proclaimed DPR and LPR. After the Russian authorities decided to formally annex these regions, the State Duma passed laws recognizing local residents as Russian citizens.
If they wish to obtain a Russian passport, they do not go through the citizenship procedure, but only take an oath.
