The State Duma immediately in the second and third readings adopted a bill on quotas for education in universities at the expense of the budget for the participants in the invasion of Ukraine and their children. This was reported on the website of the lower house of parliament.
The amendments will be made to the federal law «On Education». The size of quotas will be at least 10% of all budget places. According to the document, «heroes of Russia and persons awarded the three Orders of Courage» will receive the right to enter without entrance exams and free education in bachelor's and specialist's programs.
In addition, children of military personnel, mobilized, volunteers and employees of executive authorities will be able to study at the expense of the budget if their parents took part in hostilities. The right to priority enrollment will also be given to the children of those killed, wounded and shell-shocked in the war in Ukraine.
Alexander Mazhuga, deputy chairman of the committee on science and higher education, explained that the deputies developed these measures within the framework of a decree signed by Vladimir Putin in May. Then the president instructed to credit the children of the Russian military who were killed or wounded during the invasion of Ukraine to the budget. The decree stated that the children of the wounded military would be able to enter universities based on the results of entrance examinations, and the children of the dead — without exams.
In July, Kommersant wrote that the data of Russian military children participating in the war were classified in the lists of applicants. Then the Moscow State University told the newspaper that out of 4.1 thousand budget places for children of the participants in the “special operation”, 408 were allocated — 146 people wanted to use the quota. At the Russian State Humanitarian University, 150 state-funded places were allocated for children of the military, 110 people submitted documents. At the Higher School of Economics, out of 2,500 state-funded places, 266 were allocated — 173 people used the quota.
