Insurers and the Ministry of Internal Affairs assure that the project is at the finish line. However, to launch the new service, amendments to the Code of Administrative Offenses of the Russian Federation will be required.
The idea of using complexes for automatic recording of traffic violations to identify car owners without OSAGO has been brewing in the minds of insurers and legislators for more than a year. The need to launch an appropriate check was discussed back in 2016. In addition, as part of the experiment, drivers in some regions have already been checked for insurance using cameras: we note that violators did not have to pay fines later.
At the end of last year, the Russian Union of Auto Insurers and the Ministry of Internal Affairs of the Russian Federation came to the conclusion that it was time to launch the system in full; it was assumed that the new service will start working this year. To date, cameras of drivers without a «car citizen» are still not searched.
However, work in this direction continues: according to the President of the RAMI Evgeny Ufimtsev, «the union has carried out work to improve the database of the AIS OSAGO, as a result of which its fault tolerance has increased to almost 99.98%.» He added that this means high reliability and complete technological readiness of the system.
Now the main issue under consideration remains, in fact, the application of punishment for violation. Recall that earlier insurers and legislators have already discussed this topic, however, apparently, they did not come to a consensus. Now a working group with the participation of the Central Bank and the Ministry of Internal Affairs will have to decide how many times a day a driver without insurance can be fined if he has been under cameras more than once. Recall that the option was previously discussed in which this violation was among the “lasting”, it provided for one fine for the whole day. After the decision is made, the corresponding amendments will need to be made to the Code of Administrative Offenses.
As Yevgeny Ufimtsev said, according to the estimates of the Union, the share of drivers without OSAGO policies on Russian roads today accounts for about 10.1% of the total number of car owners. It is expected that the launch of the function of checking the availability of insurance using cameras will significantly reduce this share. The start date of the service has not yet been announced: it will depend on when the proposed changes in the legislation come into force.
According to Autonews.ru, citing the head of the PCA, at the first stage after the system is launched, drivers without OSAGO will be searched only among traffic violations, which “ detect» traffic cameras. At the same time, the violation itself must be committed on the move (this will confirm the fact that the car was used): that is, the system will check the presence of a “car citizen” for someone who drove through a prohibiting traffic light, but will not launch an additional check for those who are caught not paying paid parking.
According to the plan, the second stage will begin in about 1-1.5 years from the start of the new service: during this period, the availability of OSAGO policies will be checked for everyone who drives under traffic cameras, and not only for traffic offenders. In addition, within the framework of the first stage, it is not planned to increase the current fine for driving without a policy (now — 800 rubles). But at the second stage, the amount of the penalty may be increased: earlier it was proposed to raise the bar to 5,000 rubles, the initiative has already been approved in the PCA.
