The State Duma adopted in the first reading a bill that will allow commanders to apply «disciplinary arrest» to military personnel without a court decision. This is stated on the website of the lower house.
Now only a military court can make a decision on disciplinary arrest in a guardhouse. The authors of the bill write that during hostilities this is impossible, since the courts are too far away.

It is proposed to give the powers to arrest soldiers to commanders of military units and heads of military police. This measure will be applied to warrant officers, midshipmen, sergeants, foremen, soldiers and sailors, as well as to those mobilized.
Now the Russian army is already using unofficial measures to deprive the guilty of soldiers — for example, those who refuse to participate in combat operations. They are put in pits and basements in the Luhansk and Donetsk regions, where they are beaten, deprived of food and amenities.
