In the Saratov region, on March 19, two traffic police officers stopped Andrey Babakov, a resident of the village of Krasny Kut, who refused to get into their car. One of the traffic inspectors began to strangle Babakov. The video of the detention was published in the group “About everything. Red Kut» on VKontakte, the son of the victim, Leonid.
The recording shows how the traffic inspector pushes Babakov into the car, the man refuses, but the policeman continues to pull him into the car — he resists and tries to push the traffic police officer away, as a result both fall to the ground, after which the policeman begins to choke Babakov. At the same time, his son says: “Yes, you will strangle him now” and “Well, it’s hard for him — get up!”.
The inspector released Babakov when his relatives ran out into the street. By that time, the man had lost consciousness. In the video, women scream that they will sue the police and several times ask Leonid: “Call the police, damn it!”. To this, the police officer replies: “We are here, the police are already here” and tries to bring the man to his senses. Then he asks a colleague to call an ambulance and bring water. Babakov was taken to the hospital.
The department of the Ministry of Internal Affairs for the Saratov region reported that the police «prevented an illegal act.» According to the department, the man, from whom «the pungent smell of alcohol emanated», was riding a motorcycle without a helmet and refused to stop at the request of traffic police officers.
The Ministry of Internal Affairs claims that he «behaved aggressively, expressed himself with rude obscene language» and «hit one of the employees in the head.» Babakov's son said at the same time that his father was sober and did not ride a motorcycle. The police stressed that traffic inspectors used physical force against the man «in accordance with the law.»
At Babakov, protocols were drawn up on failure to comply with the requirement to stop the vehicle and refuse a medical examination (part 1 of articles 12.25 and 12.26 of the Code of Administrative Offenses).
The Novouzensky Interdistrict Investigation Department has begun a procedural check on the actions of inspectors because of a video in which they use violence against a resident of Krasny Kut, according to the website of the regional department of the UK. The investigators are also studying the materials “on the use of violence against the indicated police officers by the detained man”, which were handed over to them by the Ministry of Internal Affairs.
