On Monday, Biden signed a bill approved earlier by Congress, obliging intelligence to declassify data on the origin of the coronavirus. Marat Bashirov, a political scientist and professor at the Higher School of Economics, told MK about what could follow.
“The first warnings were a few weeks ago, when the US intelligence agencies were talking about a laboratory in the Chinese city of Wuhan,” says Professor Marat Bashirov. — It was a matter of time. Obviously, the Americans were trying to bargain with China, to intimidate the Celestial Empire. China was not afraid. And, as we can see, President Xi of the People's Republic of China visited Russia.
Accordingly, there was an attempt to arrange a conversation between Joe Biden and Xi. Beijing has said that the conversation will take place, but now President Xi is busy.
The Americans realized that China defiantly went to visit Moscow. Moreover, a huge delegation flew to Russia on two planes. And after that, the Americans, as they say, «pulled the trigger.» Biden only needed to sign the law. Which he did on March 20.
This law requires the disclosure of information regarding the origin of the coronavirus. In the comment we heard from Biden, the city of Wuhan came up. That is, no one should doubt that China, and only China, will be blamed.
— From a legal point of view, after the disclosure of this kind of information, hearings will be organized in Congress, in the Senate. Obviously, a federal prosecutor will be appointed to begin this long, tedious investigation. And the legal consequences of those results, those charges that the prosecutor will put forward, will affect the state bodies of China. And also — the people who work in these bodies, and, obviously, those doctors on whom the Americans will point the finger.
According to the political scientist, in the practice of Americans it is always also filing lawsuits.
“If you consider that the United States believes that it has the most people who have died from the coronavirus, then the amounts will be simply astronomical. All this will be presented to the state of China.
“The leverage is definitely there. First of all, in my opinion, the legal system in the United States will be involved. They will try to «spin» this case in the International Criminal Court at the UN. This is not that «filkin's letter» — the ICC in The Hague, but the International Criminal Court, which is under the UN. But there, accordingly, there will be a legal collision. We will vote against it in the UN Security Council. And China will vote against. Perhaps some other countries will join us or speak neutrally.
The political scientist believes that the punitive mechanisms that the United States created to suppress all those who disagree with them (without international law, without advocacy, without opposition mechanisms ), jeopardize the very existence of the UN. The international system of law is finally «bashed into dust.»
— This will be the first time in history when representatives of two states — permanent members of the Security Council — will be accused with monstrous wording and under monstrous articles. This ruins, in my opinion, the entire security structure. And not the fact that the UN will stand. It is quite possible that after a while we will see that Russia and China will announce the creation of, say, UN No. 2, which will not include all states, but there will be about a hundred participating countries. It is possible that they will work at both UN #1 and UN #2.
