MOSCOW, Mar 22 Head of the working group on implementation of the provisions of the message of the President of the Russian Federation to the Federal Assembly, First Vice Speaker of the State Duma Alexander Zhukov (United Russia) told reporters that the working group for the implementation of the provisions of the message approved a plan for its implementation.
«The working group on the implementation of the provisions of the annual message of the President of the Russian Federation to the Federal Assembly of the Russian Federation approved a plan for its implementation,» Zhukov said.
The draft plan was formed from the proposals of the factions and committees of the Duma, taking into account the list of instructions of the President of the Russian Federation on the implementation of the message, he noted. The draft plan is based on both legislative initiatives submitted and not submitted to the Duma, the development of which is directly provided for by the provisions of the message and the list of instructions of the President of the Russian Federation.
«Proposals for the implementation of the message came from all factions and all committees of the State Duma — a total of 203 proposals. Not all proposed bills and legislative initiatives were included in the draft plan. At the same time, I would like to draw your attention to the fact that the bills that are currently in stages of development, can later be included in the plan based on letters from the chairmen of the responsible committees,» he said.
According to Zhukov, the draft plan has 72 points, of which 16 points have already been implemented by the State Duma, 25 bills have been adopted in the first reading, 5 bills have been adopted in the second reading, 12 bills have been submitted to the Duma.
In addition, 12 points of the plan provide for the preparation of draft laws jointly with the Russian government and State Duma deputies, two points concern the allocation of budget funds for the implementation of the message in this and subsequent years, the parliamentarian noted.
A fairly large section of the draft plan is devoted to the integration of the included regions into the legal field of the Russian Federation, and attention is also paid to social issues and economic development, Zhukov said.
