In Russia, since 2023, a unified benefit has been introduced in connection with the birth and upbringing of a child, which is provided by the Social Fund of Russia. We publish detailed explanations on how to use this support measure.

Previously, families received several payments, each of which required visits to different authorities and the collection of documents. Today there is one allowance with uniform rules for appointment and payment. It is assigned to parents of children under 17 years of age after assessing the need of the family, based on the level of income and provision of property.
Payment is assigned if:< /p>
— the monthly income per person in the family does not exceed the regional subsistence level per capita;
— the family's property meets the criteria of need;
— the applicant applicant and children are citizens Russian Federation permanently residing in the country.
A parent, adoptive parent or guardian can apply for the payment. The allowance is assigned if adult family members have earnings or objective reasons for its absence.
The amount of the allowance differs depending on the family income. The basic amount of the payment is 50% of the regional subsistence level per child. If the average per capita income of the family is less than the subsistence minimum when assigning a basic payment, the family is assigned an allowance of 75% of the regional subsistence minimum. If, when the allowance is set at 75%, the average per capita income is still below the subsistence minimum, the family is entitled to 100% of the regional subsistence minimum per child.
The single allowance is assigned for a year, and it can be extended. If the application is submitted within six months after the birth of the child, the allowance will be accrued from birth, but not earlier than January 1, 2023. If you submit it later, the allowance will be accrued from the month of application, but not earlier than January 1, 2023.
The unified allowance made it possible to increase the maximum amount of payments for pregnant women. Previously, it amounted to no more than 50% of the subsistence minimum.
The amount of the allowance for pregnant women depends on the level of family income and is:
— 50% of the subsistence minimum for the able-bodied population in the region — the basic amount;
— 75% of the subsistence minimum for the able-bodied population in the region, if, taking into account the basic payment, the family's income did not exceed the subsistence minimum per person;
— 100% of the subsistence minimum for the working-age population in the region, if the average per capita income of the family, together with the payment of 75%, did not exceed the subsistence minimum per person.
You need to apply for benefits after the pregnancy is 12 weeks old. Funds are paid from the month of registration, but not earlier than 6 weeks of pregnancy.
The allowance is assigned to pregnant women if:
— the woman was registered with a medical organization in the first 12 weeks of pregnancy ;
— the monthly income per person in the family does not exceed the regional subsistence level;
— the family property meets the established criteria;
— the woman has the citizenship of the Russian Federation and permanently resides in the country.

You can apply through the State Services portal, at the MFC or at the Social Fund branch at the place of residence. The Fund will independently request the necessary documents within the framework of interagency cooperation from the relevant authorities and organizations. It will be necessary to provide additional information only in certain life situations, when information about them is not reflected in state information systems.
Most often, it takes no more than 10 working days for consideration. If the Fund does not have enough data, a citizen may be asked to provide them, and the period for consideration of the application will be extended.
The first payment is credited within 5 working days after the decision on the grant is made. Then the money will be received on a single benefit delivery day on the 5th day of each new month for the previous one.
