
PERM, March 29 The court fined a resident of Perm 150 thousand rubles for writing an offensive phrase about Vladimir Putin on the Internet, the website of the regional FSSP management.
«The dissemination of information with a negative characterization of the personality of the President of Russia is qualified as petty hooliganism,» the report says.
According to linguistic expertise, the author allowed himself to «offend the honor and dignity of the head of state» and give «an unreasonable negative assessment of his personal qualities.»
At the same time, a resident of the Kama region has repeatedly been held accountable for other insults to the Russian leader. In this regard, the court found no extenuating circumstances in his actions and imposed a fine of 150,000 rubles on him.
The bailiffs have already collected this amount from him. As much as possible, taking into account the relapse, he was threatened with a fine of up to 200 thousand rubles or arrest for 15 days.
A law providing for liability for public «disrespect for society, the state and official state symbols» came into force in Russia in 2019. Three key criteria for prosecution: information is expressed in indecent form, offends human dignity and suggests «clear disrespect».
