MOSCOW, 29 Mar. During a search of the apartment of the head of the department of the maritime department of the Russian Guard, Sergei Volkov, his phone was found in the powder compartment of the washing machine, follows from the materials of the case on the purchase of Orel-UAV systems that did not work correctly to protect the Crimean bridge.
«During the search, Volkov tried to hide the phone in the powder tray of the washing machine,» the investigator said in court.
The defendant himself explained that the mobile lay on the washing machine and fell there «in the turmoil.» He pleaded not guilty to the charges. His lawyer clarified that Volkov immediately gave the pin code from the phone.
Judge Andrey Tolkachenko arrested Volkov until May 17th.
The investigation believes that during the purchase, Volkov agreed on the delivery of the complex with “degraded” characteristics. However, according to the lawyer, the problem with the complexes turned out to be the missing «additional unit.» He stated that the manufacturer of the complex is a monopolist in this market, and the missing «additional unit that deals with the fight against aircraft» was not part of the modernized complex ordered by Volkov.
As the investigator explained, Volkov was informed at the plant that the purchased complexes had truncated functionality and that «they could not perform the tasks assigned to the Russian Guard, namely, to detect small-class drones. As a result, the Russian Guard, as the prosecutor noted in court, a month after commissioning, she refused to use these systems.
Judging by the public procurement website, the contract for the supply of Orel-UAV systems was signed in October 2020, and the systems were to be shipped by December 2021. — 395.4 million rubles, which is imputed to the colonel as damages.Volkov is accused of abuse of power — point «c» of part 3 of article 286 of the Criminal Code of the Russian Federation.
