In Moscow, the 235th military garrison court arrested Colonel Sergei Volkov, head of the Naval Administration of the Russian Guard, for two months in the case of the supply of low-quality radars. This was reported by Izvestia and TASS from the courtroom.
Volkov is accused of exceeding his powers, which entailed grave consequences (paragraph «c» of part 3 of Article 286 of the Criminal Code), he faces from 3 to 10 years in prison.
According to the case file, the Federal State Unitary Enterprise «Rostov-on-Don Research Institute of Radio Communications» (RNIIRS) and the Russian Guard signed a contract worth 395.5 thousand rubles for the supply of two anti-UAV radar systems, which could be used, among other things, to protect the Crimean bridge .
When making contact, it turned out that the tactical and technical characteristics of the systems «did not allow us to successfully solve the tasks of combating unmanned aerial vehicles», but Volkov adopted them.
According to TASS, the colonel does not admit guilt. His lawyer said that the department purchased radars from a monopoly enterprise in this area. The defender called Volkov a «business executive» and stressed that he had no radio engineering education.
The investigator in court noted that Volkov's involvement was confirmed by the testimony of witnesses and the results of a search in his apartment. «He tried to hide his personal mobile phone in a laundry detergent basket,» a spokesman for the UK said. The lawyer asked not to send the colonel to a pre-trial detention center, since Volkov “participated in hostilities, has 14 combat awards, received a severe concussion, which causes him to stutter badly,” and also “is forced to take care of his sick father.”
The TASS law enforcement agencies reported that the Russian Guard abandoned the complexes after a month of use.
