MOSCOW, April 5. The growing level of development of neural networks requires clarification of the norms of the legislation on intellectual property, said Igor Drozdov, Chairman of the Board of the Skolkovo Foundation.
Drozdov spoke at the plenary session of the 18th International Workshop for Young Lawyers «Youth and Law», which was held at Skolkovo.
As noted at the session, the emergence of ChatGPT caused a rapid increase in the number of e-books written by AI. For example, by February 2023, there were more than 200 titles on Amazon Kindle that were authored or co-authored by a neural network.
«The use of technical means by a person does not exclude the emergence of copyright. Meanwhile, a work created with the help of technical means without the creative nature of human activity is not protected by copyright. For example, photography and video recording by a surveillance camera used to record administrative violations,» Drozdov explained. , his words are quoted by the Skolkovo press service.
AI generates a creative result based on a human request, and the deeper and more precisely it is formed, the more impressive the result is. «In this case, the neural network is a technical tool, not a creator,» Drozdov is sure.
In his opinion, there should also be a new type of use of the work: in order to train AI to create new objects of copyright. «In this case, the consent must be obtained separately from the authors of the works. Especially when commercial use is expected,» summed up the chairman of the board of the Skolkovo Foundation. Skolkovo», discussed the role of modern legislation in building technological sovereignty, the tasks of legal regulation of youth problems.
As VEB.RF Chairman Igor Shuvalov noted at the meeting, understanding engineering specialties and technologies is becoming an integral part of the future success of young lawyers.
«We must say goodbye to the idea of a lawyer as someone who defends obsolete economic relations and hardly accepts everything new. Lawyers provide continuity, and in this part they should be conservative. But the technological sovereignty agenda — from digitalization to environmental protection — shows the need for a new research paradigm based on exact knowledge,» the press service quoted Shuvalov as saying.
