Deputies proposed amendments to the bill on military service last year. According to its latest version, subpoenas to citizens of military age will be able to be served not only in person or at work, but also by registered mail, and the subpoena will be considered received on receipt on the day the registered letter is delivered.
As noted by Faridaily, even if the recruit did not receive a registered letter or did not know about it, he will be considered notified. According to the law, he will have to report to the draft board on his own within two weeks.
The deputies, writes Faridaily, «imperceptibly» adopted the amendments in the second reading on February 22, 2022, the third reading was supposed to take place in March last year, but in the end it did not take place.

After that, the head of the Federation Council Committee on Defense and Security, Viktor Bondarev, eventually clarified that notifications from Russian military registration and enlistment offices in electronic form «are not subpoenas.»
Legislation still provides for only one form of obtaining a summons — in person and against signature.
